DWR stands for Durable Water Repellency. DWR is a coating applied to fabrics to make them water-resistant (hydrophobic). It causes water to bead up and roll off the surface of the material, rather than soaking into the fabric.
With apparel we don't assign temperature ratings as it is very subjective to the person/activity/type of layering/etc.
